PAMM's mission is to lead in presenting, studying, interpreting, and caring for international modern and contemporary art, while representing and cherishing Miami-Dade's unique diversity. Through exhibitions and programs, the museum encourages everyone to see art as an incentive for genuine human interaction, communication, and exchange. PAMM expanded in 2013 into a 200,000-square foot campus on Biscayne Bay. The museum functions as a town hall alongside places of worship, libraries, schools, and other civic institutions. Located at the crossroads of the Americas, PAMM is uniquely positioned to showcase art from the U.S. Latino experience, African diaspora, Latin America, and the Caribbean, fulfilling its commitment to international modern and contemporary art for the Miami of today and tomorrow.

AK Cultural Planning, in collaboration with HG&Co, provided foundational research for Strategic Planning. The work, completed in 2021–22, was organized into three “go-to” resources:

Analysis of Institutional Position, which included board survey and interviews, benchmarking, senior staff interviews, all staff survey, PAMM audience and Miami arts participation, economic impact, interviews with cultural leaders and market experts.

Audience Research, which included visitor and non-visitor research, and community engagement to gather demographics; identify visitation patterns, gaps, and opportunities; and to unpack visitor motivations and non-visitor perceptions.

Future State Paper, which aligned the Director’s vision with projected financial growth, market opportunities, and other key findings from the research.

In 2023, AK Cultural Planning was invited back to complete a five-year strategic plan with PAMM’s leadership team. Facilitated workshops with senior staff led to a strategic framework. Expanded staff teams then developed a detailed Action Plan with prioritized objectives and tactics for each goal, noting who is responsible for leading and collaborating, the implementation schedule, and budget implications. A financial analysis identified the necessary resources to execute the plan, and performance measures were identified to monitor impact.
